Technical assistance is provided for the following:
• Improving disposition reporting rates, particularly court dispositions
and arrests;
• Implementing procedures that enable a state to serve as a Point of
Contact between firearms dealers and the National Instant Criminal
Background Check System (NICS);
• Developing and implementing flagging procedures to help identify felony records,
convictions for crimes involving children, etc., for
purposes of firearm presale and pre-employment checks.
• Implementing automated fingerprint identification systems (AFIS) and
livescan technologies to support NICS;
• Reviewing legal and policy issues in the event that some state
statutes, regulations or policies may have to be reconciled to the federal
requirements;
• Participating in the Interstate Identification Index (III); and
• Implementing the model electronic, interstate rap sheet.

Describes the status of State criminal history records systems at yearend 1999. The data presented in this report are used as the basis for estimating the percentage of total State records that are immediately available through the FBI's Interstate Identification Index (III) and the percentage that include dispositions of criminal history systems as of December 31, 1999.
